Community
- Align with the planning, development and land use of New Development Areas (NDA) and major infrastructure along the Northern Link, such as Kwu Tung North NDA, San Tin/Lok Ma Chau Development Hub, Land Use Review Study for Ngau Tam Mei Area -Feasibility Study, Au Tau and Kam Sheung Road housing development etc.
- Avoid and minimise the impacts on nearby communities, for example, avoid sites selection in approved funeral areas, existing village houses or buildings, underground utility pipelines , existing noise barriers and nearby flyover networks;
- Utilise existing roads as far as possible to connect newly built facilities to avoid the potential impact arising from the construction of new roads to nearby residents.
Environmental
- Avoid sites selection in the vicinity of country parks, wetlands, conservation areas and environmentally sensitive areas.
- Reduce the impact on the green belt along the railway.
- Apply greening in ancillary buildings where possible.
Technical
- Include geological conditions, construction technology, construction feasibility, construction time, size of the land required for the relevant facilities etc.
- Take into account the existing resources in the area, such as ensuring that the construction of emergency rescue facilities requires the provision of water available for fire-fighting within a specified distance.
- When reviewing the building of stabling sidings of the Northern Link, due consideration should be given on the impact of its construction and planning on future railway operation and development, especially the train frequency, flexibility of operation and maintenance, etc.
